Sometimes the best family is the one you make. Such is the case of Osamu and Nobuyo, a down-on-their-luck couple who can't resist taking in strays. Instead of taking in cats or dogs, though, the two take in children. When they find Shota in a car, seemingly abandoned, they take him in. When they find Yuri left alone in the cold and covered in scars, they take her in.

Can they afford it? Of course not. Hence, the title of the movie. They train the children how to shoplift and take care of them as best they can. That means taking every opportunity they can. And one of those opportunities could ruin the family they've forged.
