It's 1940, and the British Ministry of Information knows war can get people down - they've been trying to create propaganda to lift people's sprits, but they need better propaganda. They send their new screenwriter, Catrin, to Dunkirk to write a film about two sisters who took part in bringing soldiers home. The story turns out not to be as exciting as the Ministry hopes, so Catrin embellishes.
Turns out, Catrin embellishes really well, and before she knows it, she's got a lead scriptwriter questioning her decisions and the Ministry insisting on writing parts for popular actors - only some of whom can act. But Catrin understands Hollywood well enough to know that facts, limited talent, and even a war can't get in the way of a good film.
