After the wreckage of Typhoon Haiyan, three Filipinos attempt to leave their small city and seek shelter in Manila as another reported storm looms. Carlo Francisco Manatad’s debut feature combines a transporting blend of near-documentary filmmaking, magical realism, and a pop-infused sensibility.
Miguel, his mother, and his girlfriend Andrea are struggling to leave in the wake of the typhoon that decimated the coastal city of Tacloban–though an odd, paradoxical calm permeates. As another storm is said to be on the way, a ship has reportedly arrived to remove survivors to Manila. The three must navigate the near total destruction of their community, disarray of relief operations, and constant distractions that threaten to split them apart.
Director Biography

Born in 1987 in Tacloban City, Philippines, Carlo Francisco Manatad graduated from the University of the Philippines Film Institute and is an alumnus of the Asian Film Academy, Berlinale Talent Campus, and Locarno Filmmakers Academy. He has directed numerous short films. Whether the Weather is Fine (2021) is his debut feature.
